The report describes adult offenders who were first released from Wisconsin adult correctional institutions during calendar year 1980; trends in selected characteristics of adult releases over a 5-year period are highlighted.
Abstract
Adult correctional institutions of release included Waupun Correctional Institution, Green Bay Correctional Institution, four other institutions, and community residential centers. The number of first released and rereleased adult offenders fluctuated by as much as 8.4 percent from year to year and by 13.2 percent during the period 1976 through 1980. Increasing from 1,411 in 1976 to 1,530 in 1977, the total number of releases dropped to 1,471 in 1978, rose to 1,513 in 1979, and rose again to 1,597 in 1980. The 1,235 adult male first releases in 1980 is the high for the 5-year period. The median length of stay edged upward during the period, rising from 18.1 months in 1977 to 21.1 months in 1980. The number of adult female first releases rose from 72 in 1976 to 84 in 1979 and dropped to 70 in 1980. The proportion of female first releases from Milwaukee County ranged from 48.6 percent in 1976 to 53.6 percent in 1979. Median length of stay rose in 1980 to a 5-year high of 18.4 months. The mean length of stay declined slightly in 1980 to 21.4 months from 21.7 months in 1979. The percentage of male rereleases ranged from 15.8 percent in 1978 to 18.8 percent in 1980. The proportion of rereleased females among total females ranged from a low of 2.8 percent in 1978 to a high of 9.7 percent in 1979. In each of the 5 years, the median length of stay of female first releases and rereleases was shorter than that of their male counterparts. The report includes 22 tables.
