This study analyzes the feasibility of the 911 telephone emergency number and central communications for the Lincoln County, Oreg., area.
Abstract
The current system for emergency communications in the county is highly duplicative and fragmentary. At any given time, there is a maximum of six and a minimum of four communications personnel on duty in Lincoln County, and the system can be termed communitywide telecommunications only in the loosest sense. The feasibility study committee examined citizen access to 911 dispatch capabilities, interagency coordination, system governance, administration, operations, fiscal aspects, and requisite facilities and equipment. The committee designed three alternative systems. These three choices included central communications with 911, dipolar communications centers with 911, and tripolar communications centers with 911 centers located at the courthouse in Lincoln City and Toledo. Each alternative is workable, and each model emphasizes a slightly different aspect of system performance, cost effectiveness, and system governance and control aspects. Currently, the feasibility committee is not recommending one alternative over the other. Footnotes, a map, and a glossary are provided. A detailed description of the present 911 system is appended.
