This report describes the status of California's Youth Authority Affirmative Action Program as of September 30, 1981; program goals and statistical information are emphasized.
Abstract
The program was formally adopted in 1974 for the purpose of attaining equal employment opportunity for Youth Authority (YA) personnel. Statistics reveal that the proportion of minorities among total YA personnel showed a gain of 2.9 percent during the 12-month period ending September 30, 1981. There was an increase of 0.2 percentage for women. The total workforce included 2,163 minorities, or 40.1 percent; the affirmative action goal is 37.4 percent. During the 6-month period ending September 1981, 223 additional full-time employees were hired; of these, 110 were minorities. Full-time minority employees represented 27.3 percent of headquarters personnel, 39.1 percent of facility personnel, and 43.4 percent of the parole workforce. The department met its affirmative action goal for black personnel (20.4 percent) in the major client-serving categories of teaching, treatment, and security. The department surpassed its goal for Spanish employees in the security category. For Native Americans, the department did not meet its 0.7 goal in any category.
