Individuals living at the centers are either trusties, who are within 1 year of probable release, or participants (work releasees), within 8 months of probable release. Most program staff felt that inadequacies in the inmate selection process were due to the unsuitability of inmates admitted to the program for work release. Activities and services for residents include employment, individual or group counseling, financial planning and budgeting assistance, educational programs, shopping excursions and recreational activities. Data on unsuccessful outcomes for program participants indicate that outcome rates have not improved over the years and that no substantial improvements have been made in the selection process through 1976. The program has been successful in security employment for participants. Escapes from community treatment centers have increased over the years, and recidivism rates were higher for these releasees than among inmates released from medium or maximum security institutions. Costs to operate and maintain the treatment program during 1975-76 were higher than costs associaated with most other penal institutions. Tables, recommendations, and questionnaires are included.
