The purposes of the MPTC study were to determine and describe the nature and volume of municipal police training needs in Connecticut, to review the role and functions of the MPTC in relation to these needs, and to provide a detailed plan for implementing a program on a cost-effective basis for meeting statewide needs. MPTC concluded that the quantity of the MPTC recruit training program needs to be significantly increased; 23 days is clearly insufficient to train a municipal police officer. The expanded training program should emphasize criminal law and investigation, defensive tactics, and psychology. Additional instruction should be provided regarding handling personal confrontations, human relations, first aid, and report writing. MPTC should assume an active role in planning, programming, and coordinating inservice training aspects for all municipal officers. Adequately funded programs are necessasary to achieve improved levels of law enforcement training. In addition, MPTC should be given more authority to mandate acceptable training and performance standards. Figures and tables are provided. Reports and standards are appended.
