National Institute of Law Enforcement and Criminal Justice (NILECJ) officials describe the purpose and components of two NILECJ-supported demonstration programs: the Team Policing (TP) project and the Improved Lower Court Case Handling (ILCCH) project, both designed to improve the criminal justice system.
Abstract
The TP project tries to apply the basic concepts and benefits of the old walking beat officer but augments these with modern management concepts and modern technology. TP involves job enlargement for police officers on the street and less supervision than in traditional police structures. The head of a TP unit is the chief of police for the particular geographical area in which the TP unit is assigned. TP will enable police officers to better perform their functions in terms of a full-service model: order/maintenance, public service, and law enforcement. For this project, candidate cities should have a population of between 100,000 and 500,000; demonstrate a progressive attitude; and show innovative leadership. NILECJ will provide financial support. About five cities will be selected in different geographical areas of the country. The ILCCH project is designed to encourage all persons involved in handling offenders to know them on a personal basis instead of just as names on paper. Improved caseflow is explained via a flow chart. Qualifications for demonstration sites are similar to those mentioned for the TP project. Both of these projects will improve the effectiveness and equity of the criminal justice system and will make the system more responsive to the community.
