The program was developed to recognize successful crime resistance/prevention programs, disseminate successful techniques and information, and encourage local agencies to involve citizen volunteers in efforts to combat crime and related problems. Statutory requirements mandate that all projects considered for funding under the program include the use of volunteers and specific crime prevention activities. Applicants must be a local unit of government, and priority will be given to projects that target high crime areas. Participating agencies will be initially funded for a 12-month grant contract. Projects which show satisfactory progress may be eligible for an additional 12-month period of funding depending upon the availability of grant funds. Descriptions of grant categories (program and seed-money grants) are provided along with the amount of funds that applicants may apply for. Other guidelines focus on program implementation, the selection process, and evaluation procedures.
