The objectives of this literature review are (1) to give the three cooperating police agencies a working document for planning improvements, (2) to give other Connecticut police departments and all other agencies that contributed to the report a police planning and research document, and (3) to provide a basis for seeking additional reported research that the three participating departments may find of value or that may be highlighted in the final report. The first part of the report presents an overview of police planning and research, with primary emphasis on developments in the United States. Findings and conclusions on police planning in general and police planners and planning agencies are provided. The second section of the report, which is the bulk of the presentation, provides 17 bibliographic essays on the materials collected. Topics covered are crime prevention; criminal investigation; use of police manpower; criminal intelligence; police-community relations; civil disorders; police training; communications; nonlethal weapons; personnel management; juvenile delinquency; systems analysis; police planning and research; records, computer, and information systems; police traffic supervision; English police research; and organization and administration. A bibliography of 565 listings is provided in the third section, and the fourth section consists of appendixes that include lists of police departments with formal police planning agencies and U.S. educational institutions with police programs.
