Overall, the model provides for the maintaining, training, and testing of an Emergency Control Center Cadre and a Field Command Post Cadre on a continuing basis. In addition to a planning officer or unit, a limited number of officers are assigned full-time to coordinating the training and assignments of a cadre. The majority of personnel selected for the cadre are experienced in the specialized duties to which they are assigned and are required to devote part of their time away from their regular assignments. The duties of the officers assigned to the various specialized task force positions are simplified through the use of a checklist maintained at each position. Through the use of the cadre system, the training required for an entire police department is minimized, and the police mission is expedited during the emergency. The presentation of the plan has major divisions dealing with command responsibility, organization and functions, and the civil disturbance operations plan. Topics associated with command responsibility are the department commander, department organization, task force, Emergency Control Center, field task force, field command, patrol division in the involved area, and communications. The discussion of organization and functions includes consideration of the positions and operations of the Emergency Control Center and the Field Command Post. The civil disturbance operations plan covers initial response, tactical alert assignment to field task force, command strategy, control tactics, station defense, mass arrest plan, intelligence collection system, and casualty information center.
