The Commanding Officer for Correctional Training in the New York City Department of Corrections reports that the department has 3,600 employees of which about half are minorities and less than 200 are females. Her job is to improve human relations within the city's correctional system. She emphasizes that people who are recruited and are given training should learn the training lessons well. In order to change the system, she notes, one must understand and know it first. She reviews many categories of jobs that recruiters should know about when they are trying to get minorities interested in working in corrections. The LEAA representative discusses State Planning Agencies, LEAA discretionary funds, and technical assistance grants.
