Abstract
The prison population has risen over the years and is likely to continue to rise unless alternate, noncustodial means of correcting criminal behavior are found. Prison costs are rising so dramatically that prudence requires a study of alternative measures with a view to reallocation of funds. The report also touches on inmate programs offered during the year, correctional officer training, and other activities undertaken to meet the population boom. In particular, the department offers specialized services in counseling, behavioral studies, values clarification films, Alcoholics Anonymous, and other programs. The report also discusses field and inspection services, parole activities, library services, and others. Data tables are included.
