Abstract
A statement by Sen. Joseph Biden, Jr. (D-Del.) indicates the administration has proposed (1) cuts of $5.4 million for a special Southwest Asian Heroin Program that is helping law enforcement agencies in the Northeast cities deal with the influx of Southwest Asian heroin, (2) a $5.9 million cut for State and local task force programs which would result in the elimination of six task forces, and (3) elimination of the State and local drug coordination and information exchange program and costs to Customs and Border Patrol. Testimony is presented from persons involved in drug law enforcement in New York City, Newark, Philadelphia, Baltimore, Miami, and the District of Columbia to the effect that drug trafficking and crimes by drug addicts are reaching crisis proportions and that any Federal budget cuts in this area will further reduce the ability of local law enforcement to cope with the burgeoning supply and demand of the illicit drug market. Testimony calls for an increase in Federal aid that will match law enforcement needs for resources to counter drug trafficking.
