The report summarizes the activities of the Connecticut Department of Correction during 1980, with attention to prison population problems, prerelease preparation, correctional industries, and institutional accreditation procedures.
Abstract
The most serious problem during this and last year was the increase in the average number of prisoners to be accommodated. All correctional institutions and centers are now at or above rated capacity. The resulting tensions among inmates may be helped by increasing the opportunities for activity, augmenting the outlets of expression, and enlarging the chances for individual recognition. Advancements have been made in the accreditation process within the department, and work is continuing on the incentive plan for corrections managers and on affirmative action plans (the number of black, Hispanic, and female employees within the department has steadily increased). Although the number of individual and group counseling programs for inmates have decreased. Other innovative programs have been instituted. For example, the Special Offender Program at the Somers facility finds activity areas for maladaptive inmates where success and self-esteem can be enhanced. A program of prerelease information and activity has been instituted at the three urban centers. The report also reviews the department's health services, drug and alcohol treatment, correctional education, engineering services, and field services (community and volunteer services, parole, and community release). It discusses evaluation and inspection services, staff development and training, library services, and research. A few tables are included.
