The intake and selection system for male clients in Michigan is operated by the Reception and Guidance Center (R & GC) in Jackson, which is the central intake and processing facility for all males entering the corrections system. R & GC only makes recommendations regarding problems for the client. Decisions about implementing the programming recommendations are made during program classification once the clients arrive at the facility to which they are transferred. The goals, procedure, processing time, and organization of the R & GC function are reviewed. The intended and current functioning of the operation is detailed, and its strengths and weaknesses are assessed based on observations, staff and client interviews, and review of written standards. Among recommendations are that the R & GC should try to reduce the turnover rate among inmate clerks responsible for administering tests to clients and that these clerks should be adequately trained in test administration. In addition, residents should be referred to by name rather than by number and should not be subjected to continuous, day-long testing and orientation. Furthermore, R & GC should identify and serve those clients who need vocational counseling and should reduce the number of clients attending each orientation session at the facility.
