Abstract
LEAA contract compliance guidelines follow Executive Orders 11246 and 11375 regarding nondiscriminatory employment practices of Federal contractors. LEAA is responsible to the Department of Labor's Office of Federal contract compliance (OFCC). All construction contracts funded by LEAA ($10,000 plus) must certify their adherence to the goals and timetables of minority manpower utilization as specified either by local hometown plans or plans imposed by the courts or the OFCC. Prescribed nondiscriminatory language must be used in the contracts, and contractors must enter monthly manpower utilization reports and submit to periodic onsite visits and audits. The State Planning Agencies are the intermediaries through which reporting is channeled between local projects and LEAA's Federal offices. The role-playing exercise, which identifies problems faced by civil rights implementation reviewers and facilitators concerns police employment of both minorities and women. The interviews exemplify divergent perspectives on the police role and standards, morality and character, the nature of women, measures of intelligence, and forms of discrimination. Reference is made to such police employment practices as height and weight requirements, intelligence and polygraph tests, oral review boards, background checks, and educational qualifications.
