The designs could be implemented in many communities with relative ease and minimal expense through renovation of existing structures. The guiding philosophy in design development is emphasis on deinstitutionalization of status and nonoffenders: unpretentious structures which fit into the community and comfortable and familiar interiors. The five designs incorporate a variety of approaches, and are accompanied by architectural drawings illustrating their adaptation to programmatic needs, including staff work spaces, private interview and counseling areas, and sleeping spaces for juveniles who cannot be released or transferred immediately. Winning entries were judged to have come closest to satisfying all of the spatial, economic, and environmental requirements set forth in the competition program.
