Abstract
Adequate jail library service must be able to meet all informational and leisure reading needs of residents. Library services shall be made available to all staff and residents, including those with disciplinary status. Public libraries are responsible for providing library service to all persons living within their taxing area, including inmates. Library materials shall include current informational, recreational, legal, and educational resources appropriate to individual residents. In a jail with an average daily population of 150-500 residents, the collection should consist of at least 6,000 titles. Books, legal materials, magazines, newspapers, and music media should be included. All library functions should be located within a centralized area, whenever this arrangement does not provide a barrier to accessibility for any group. Alternatives for book delivery may include bookcarts, bookmobiles, deposit collections, and mail service. The library shall approximate the services and programs of a public library. A glossary of terms is included.
