The Dade-Miami Criminal Justice Council of Florida has determined that there is a need to coordinate efforts of the disparate and competing agencies working in the area of criminal justice administration.
Abstract
The council conducted an 8-month study, which involved meetings with numerous professionals and community members, in an attempt to identify crucial issues facing the community's criminal justice system. The objective of this effort was to create a comprehensive plan involving both the criminal justice system and local citizens. It is anticipated that the council will continue to provide direction regarding planning, evaluating, and coordinating activities of the various local agencies. Problem areas were identified, and long-term and short-term solutions were proposed. For example, there is a need to clarify the police role and to establish realistic expectation goals. Every police agency in Dade County should develop written guidelines which clearly articulate job descriptions and community priorities. Several problems surrounding the attraction and retention of quality assistant prosecutors and assistant public defenders are evident in the local system. Increased salaries and upgraded training programs are recommended. The correctional system would benefit from a more efficient and equitable method of pretrial release procedures. Early intervention for minor offenders is proposed to improve the juvenile justice system. Seven references are provided.
