The effort was mandated by the Juvenile Justice and Delinquency Prevention Act of 1974. The assessment project also focused on verifying the data used to report compliance. Information was gathered from onsite discussions with State planning agency and related monitoring officials, site visits to 731 juvenile detention and correctional facilities in 300 counties, and site visits to 5 Federal agencies and 30 field offices and facilities. Findings for each State are presented with respect to 10 subjects: the legal authority to monitor compliance, the selection of facilities to be monitored, the classification of these facilities, the compatibility of definitions with Federal law, the reporting period used, data collection, inspection of facilities, the method of reporting, procedures for dealing with violations, and assurances against the reclassification of children. Findings are also reported for the following Federal agencies: the Federal Bureau of Prisons, Immigration and Naturalization Service, United States Marshals Service, Bureau of Indian Affairs, and National Park Service. Results of evaluations of four regional workshops held to gather responses to the preliminary study reports and a copy of the report on the data verification effort are provided. Figures and data tables are also supplied.
