Activities of the Law Reform Commission for this year focused on the criminal law project, protection of life project, and the administrative law project, as well as a project to show the effectiveness of publishing laws in French and English without betraying the linguistic reflexes of either language.
Abstract
The Commission completed its work on the criminal liability and general defenses parts of the criminal law project. Research activities are in various stages of progress for several different areas of substantive criminal law reform including offenses against the person, corporate and vicarious liability, mischief, defamatory libel, conspiracy, break and enter, participation, jurisdiction, and offenses against security of the State. The Commission's work on reforming criminal procedure involves six main segments: classification of offenses, police powers and procedures, pretrial procedures, trial procedures, sentencing procedure, and appeal procedure. The protection of life project is now concentrating on the legal response to pollution in the environment, in the workplace, and in consumer products. Work on the administrative law project is proceeding in several areas, including developing a framework for reform affecting administrative agencies and achieving compliance in administrative law.
