Prepared for an urban crisis planning exercise, this document describes the medium-sized hypothetical city of Oz and devises three crisis situations to be resolved by workshop participants.
Abstract
The city description includes demographic data on its neighborhoods, the municipal governmental structure, size of the police force, legal provisions for maintaining public order, the district court capacity, and community organizations. The crisis situations are a citywide power blackout with an attendant looting rampage, racially provocative demonstrations that incite counterdemonstrations with potentially violent undertones, and stalled labor negotiations on the brink of a strike by the city's public employees' collective. Additional background data on Oz are appended. Tables and charts are given. Program staff, participants, and observers are listed.
