A N. A. C. R. O. review team recently suggested some changes in current methods of fine enforcement to reduce prison receptions resulting from default. In Northern Ireland fines are imposed less frequently than is the case in England and Wales.
Abstract
It is contended that Northern Ireland has had less resort to imprisonment for fine default after less serious offences but more such resort for more serious offences. Recent legislation has given sentencers in Northern Ireland more flexibility in means of enforcement. It is argued that the capacity of these changes to reduce rates of imprisonment on default should be determined before other changes are considered. (Author abstract)
