The sheriff of Owen County provides most law enforcement services to the county. Since he is in favor of integrating all public safety communications functions to one radio system, centrally controlled and operating 24 hours per day, he must be equipped with the proper fixed, mobile, and personal radio equipment. In addition, the radio coverage requires improvement. Both the county and Owenton City have too many telephone numbers for citizen access in emergencies. The current radio dispatch equipment is insufficient to provide reasonable citizens access to services. The county must take the following steps in order to improve their communications capabilities: create 24-hour telephone answering and radio dispatching by hiring personnel and training them at Richmond, Ky.; institute a single telephone number for citizen access in reporting of public safety emergencies; acquire fixed radio equipment and an additional radio frequency; and provide radio mobiles, pagers, and walkie-talkies to those individuals who provide public safety services. In general, integration of all county and city communication functions for law enforcement, fire, and ambulance is proposed. Three maps are appended.
