This report reviews the operations and effectiveness of the regional police radio network established by 12 law enforcement agencies in Bristol County, Massachusetts.
Abstract
The ultra high frequency regional system is a countywide, satellite-receiver, mobile relay operation, with a secondary low-power-base Simplex operation. The regional channel provides each of the 12 departments with 'all call,' two-way capability for point-to-point and mobile-to-base operation. The system also has a subregional network which divides the county into five subdivisions. Some of the Bristol County police departments also subscribe to the intercity radio network which operates in Massachusetts. Site visits and interviews with representatives of the regional network's member agencies revealed that the system receives little use due to the lack of a stated purpose. Each department holds a different philosophy for the use of the channel. Communications personnel generally receive only on-the-job training regarding the use of the channel. In addition, no interjurisdictional plan exists regarding the use of the channel. The agencies should establish a committee to define the channel's purpose and develop standard operating procedures and system protocols. The agencies should also add scanning control heads to increase the system's capabilities. Training classes and an operating manual would also help resolve the current problems. These modifications would enable law enforcement officers both to receive useful information and have an emergency access channel for assistance. Letters concerning the Bristol County system and documents describing the operation of a similar system in New York State are provided.
