It recommends that judges expedite probation violation cases, that sytematic appointment of attorneys for indigents be adopted, and that convicted felons be regularly transported to penitentiaries. Alternative facilities should be set up to handle eligible jail inmates. The report also recommends processing changes regarding driving while intoxicated and public intoxication cases, check writing offenders, illegal aliens, and mentally and emotionally impaired persons.
