In an attempt to ascertain the breadth of this problem, Attorney General William J. Brown appointed a fifteen-member Task Force comprised of citizens from varied backgrounds including: psychiatry, law, education, counseling, crisis intervention, homemaking, and the legislature. The Task Force examined alternative programs, position papers, testimony, and research data which were presented for deliberation over the eight-month period, and identified ways to make the existing system more efficient, more effective, and more equitable. One of the most disturbing factors of this problem is the lack of data. As a result, the Task Force could not determine precisely how many persons are victims of domestic violence, how many instances of domestic violence exist, how much domestic violence is reported, or how much is unreported.
