A functional job task analysis of the East Hartford Police Department (Connecticut) produced recommendations for a total structural reorganization, job functions, a new records system, a management information system, a performance evaluation system, a team policing plan, and a career and training plan.
Abstract
Concurrent with the obtaining of descriptive job task data, the study task force compiled subjective analyses from employees on the positive and negative aspects of their jobs and their relationships to other jobs in the department. These subjective materials were reviewed and compared with coded task data to provide a basis for fuller analyses and understanding of job data. Once the data were compiled and analyzed, a number of alternative proposals were developed in accord with the findings and the departmental objectives. The department's reorganization involves a structure in which the policymaking function of the police chief is supported. The chief is provided with an executive staff to advise him and screen out extraneous matters from his attention. Also, the reorganization has unified and consolidated work fields, so that all administration matters are in one command and all operations in another. Command has been unified so that one person is responsible for an entire work field. Further, within each work field, the reorganization has provided a structure in which duties and responsibilities are explicitly defined and teamwork is encouraged. Detailed recommendations are presented for personnel functions, manpower distribution, and career development. Attachments include examples of subjective observations of existing jobs, job analysis sheets, the management information system procedures manual, the procedures manual for the employee performance evaluation system, personnel forms, and the records system procedures manual.
