This report sketches the development in Canada of legal services and agencies assisting persons unable to afford legal counsel.
Abstract
Legal services for Canadians who are unable to obtain counsel with their own resources have become a standard feature of the country's system of justice. Such services, once totally dependent on the generosity of individual lawyers, are now generally available to all eligible persons due to the cooperation of lawyers and governments. The report describes the structure, activities, and future plans of the agencies as well as the services which they provide and the resources allocated to them. The material is presented by Province, and provides in each case the history, plan of operation, involvement in criminal law and in civil matters, and client requirements of financial eligibility. This is intended as the first of a regular series of annual reports on these agencies. Tabular data are provided. (Author abstract modified)
