These security standards for commercial and public facilities cover target hardening, personnel procedures, security education, communications, personnel identification, and delivery procedures.
Abstract
Following the specification of a general standard for each security area, recommended specifications for that area are listed. Target hardening standards apply to buildings; fencing; gates; gate houses; parking; lighting; locks, locking devices, and key control; and storage areas. In referring specifically to personnel screening procedures for art facilities, it is recommended that all personnel having access to art storage areas be given a detailed employment application that contains a photograph of the applicant and lists residences and prior employment for the preceding 10 years. Specifications are also recommended for the number of security guards, their equipment, and training. The general standard for security education is that management institute a security awareness program for all employees. The establishment of reliable communications between members of the facility security force and the local police is the general standard for communications, and it is further recommended that all facilities use an identification card system for authorizing personnel access. Attention is given to specifications for security procedures bearing upon the access to the building of independent contractors such as refuse disposal and maintenance services. Detailed security procedures are provided for deliveries to the facility.
