House Resolution (H.R.) 3973 will give greater authority to the Postal Service to move against mail fraud. This legislation will be particularly beneficial to elderly persons who are often the victims of such fraud.
Abstract
Legislators testify to the provisions of H.R. 3973 and the mail fraud/false representation problem. Elderly mail fraud victims relate their personal experiences with insurance rackets and other schemes. The bill would require a cooperative effort between the Postal Service and the Department of Justice to combat mail fraud. It would permit the Chief Postal Inspector to seek access to any books or records related to an investigation, allow the Postal Service to more quickly obtain a suspicious product, and provide for civil penalties up to $10,000 per day after a cease and desist order has been issued, in addition to any criminal penalties that may apply.
