This overview of the current status of Virginia's criminal justice system considers crime prevention, law enforcement, adjudication, adult corrections, juvenile justice and delinquency prevention, information systems, criminal justice training, and related agencies, organizations, and services.
Abstract
The section on crime prevention notes that full or parttime crime prevention programs are found in 63 percent of major jurisdictions in Virginia representing 83 percent of the State's population. Major programs are Operation Identification, security surveys, Neighborhood Watch, and community crime prevention councils. The section on law enforcement describes the categories of law enforcement agencies and identifies problems hampering effective law enforcement, including high personnel turnover rates and the lack of coordination and consolidation of law enforcement capabilities and resources to maximize their use and benefits. The overview of adjudication considers concerns in judicial sentencing; computer options for the State judicial system; victim, witness, and jury assistance; career criminal programs; and legal aid. Following an overview of adult corrections, a discussion of the existing corrections situation and services focuses on institutions, probation and parole caseloads, client flow, diversion, local jails, and general district court services. Following a portrayal of juvenile justice and delinquency prevention along with consideration of information systems, the section on training addresses crime prevention, law enforcement, judiciary, Commonwealth's attorneys, adult corrections, and juvenile justice and delinquency prevention. Services for substance abuse and domestic violence are the primary focus of the section on related agencies, organizations, and services.
