It encourages one-on-one relationships between adult volunteers and juveniles who need adult role models. The Governor believes that this approach will help prevent troubled juveniles from becoming delinquent and from becoming adult criminals. The Governor's Executive Cabinet on Juvenile Affairs, chaired by the Governor himself, focuses on juvenile delinquency prevention throughout the State by encouraging commitment, coordination, and the development of delinquency prevention programs at the local level. In some counties or municipalities, similar committees work to achieve these goals. In Wilmington, N.C., a committee of specialists from various agencies involved with juvenile services examines the evaluation results of every child at the juvenile detention center in order to determine the child's problem and solutions to that problem. Examples of programs developed to help these juveniles include a work program, a farming program, and an ocean sciences program designed as an alternative to regular school for youth who cannot adjust to the regular school structure.
