A West German study currently underway seeks to examine the correspondence between program conception (norm genesis) and implementation by surveying client perceptions of probation services.
Abstract
Two programs are to be compared: the original probation service, which dates from 1953 and involves periodic contact between a probation officer and individual clients; and the supervised guidance service, instituted in 1975, which couples individualized probation with additional mandatory supervision by an agency established to maintain tighter control over ex-offenders in the community who are considered potentially at risk of posing danger to society (those with psychological problems or more serious offense histories). Indepth interviews are to be held with 30 clients from each program to ascertain whether the differences between the 2 types of service, prescribed at the program establishment phase, hold true upon implementation. Particular emphasis will be placed on comparing client characteristics (self-reported perceptions of their own personalities, social and living conditions, and the services rendered by their respective probation programs), since the two types of probation were conceived to serve two distinct clienteles.
