This document, the second phase of the jail standards development process in Virginia, is intended as a guide for jail administrators or sheriffs in the development of policy and procedure manuals for particular jails.
Abstract
The policy and procedure guidelines provided, unlike the standards, are not mandatory. Only the standards which require written policy and procedures are addressed in the presentation. Policy and procedures in the area of administration and management cover citizen involvement and volunteer services, fiscal management, and management information system and inmate records. Policies and procedures for reception and review deal with classification and reception and orientation, and policies and procedures encompassing inmate services and programs include attention to inmate work programs. Custody-and-supervision policies and procedures address inmate rules and discipline, security and control, and special management. Policies and procedures dealing with facility design and operation cover food services; inmate money and property control; mail, visiting, and telephones; medical and health care services; safety, sanitation, and hygiene; and physical plant. Policy and procedures for minimum standards for local lockups are included as well. The appendixes contain model policy and procedure formats, an organizational chart, grievance procedure model and forms, Newport News classification process and forms, a description of the Norfolk hostage recovery program, Board of Pharmacy regulation 27.3, a sample inmate violation report, section 19.2-59.1 of the Code of Virginia, and sample jail records.
