Symposium papers deal with the design, implementation, and staffing of various types of police automated information systems as well as the need for and the kind of training of investigators to deal with computer-related crime.
Abstract
A paper on the staffing of automated police information systems advises that the use of sworn personnel exclusively or in some combination with civilian employees as data processing specialists has advantages, including continuity in the face of employee turnover and the better integration of data processing with law enforcement needs and objectives. Another presentation indicates that the experience of a small South Carolina law enforcement agency shows that agencies can use in-house personnel to develop user-tailored software within a limited budget. New York City's On-Line Booking System is described as having reduced the time for developing booking information and retrieving it, and the proposed interface with the Prosecution Management Information System (PROMIS) will provide more benefits. Other papers describe the Police Information Network, which provides information in the areas of incident identification, names of persons involved, vehicles involved, property involved, and narrative; automated fingerprint identification network systems and their benefits; and improving police information systems to deal with boat theft, an increasing problem throughout the country. Papers on the training of investigators for detecting and investigating computer-related crime focus on the training programs of the Internal Revenue Service, the U.S. Air Force, and the Federal Bureau of Investigation.
