One of the missions of the Police Command Academy (PFA) is to serve as a national center for further training for all senior police officers of both the Federal Republic of West Germany and its States (Laender).
Abstract
In 1976 the Academy adopted a continuing education concept of holding workshops and seminars to keep senior officers abreast of the latest directions in research and development as well as law enforcement practice and to promote cooperation and interchange among the police forces of the Federation. Between 1977 and 1981, 231 training events, predominantly focused on functional police issues, have taken place, attended by some 10,000 participants. Some program goals, however, remain elusive. It has been difficult to determine overall training needs and to select participants equitably according individual training needs for maximum efficiency in utilizing the training received. Furthermore, management techniques introduced at the seminars are encountering implementation obstacles and resistance at the agency level. To achieve greater uniformity in police education, the PFA has established contacts with leading criminal justice education institutions throughout the country. One chart is supplied.
