This manual presents a methodology for performing a cost-benefit analysis to aid the selection of manual or automated State judicial information systems.
Abstract
It is intended for use by both court administrators and analysts. The text explains basic concepts of the Court environment in which cost-benefit analyses are conducted, as well as the terminology and methodology used in cost-benefit analyses. It also covers the types of assumptions and possible system alternatives on which cost-benefit analyses are based. A description of the recommended methodology covers the mathematical basis for combining costs and benefits and interpreting the combined results, methodologies for computing costs and describing benefits, and the methodology for combining costs and benefits. General methods for interpreting results of cost-benefit analyses and for appraising the realistic operational impacts of the alternatives are also delineated. Figures, an index, and appendixes presenting three hypothetical case studies and 18 references are included.
