Future juvenile justice policies should confront youth alienation, build community resources, improve employment and education programs, study the community's perception of juvenile crime, conduct more research and policy analyses, and allocate Federal, State, and local resources more effectively.
Abstract
Additional research and resources should be concentrated on issues of persistence in and desistance from crime. Community responses to delinquency should be analyzed and the most effective crime-control resources defined. Studies should continue on the development of more effective learning environments for school-age youth, and new ways to increase youth involvement in the work force should be explored. Society needs a general youth policy that places less emphasis on incarceration than on more creative solutions to the problem. The report reviews Federal juvenile justice policies since the 1960's. One footnote is provided.
