The commissioners of the Administration for Children, Youth, and Families (ACYF) in the Department of Health and Human Services noted that about 1 million youths run away from home each year. Of these, about 44,000 receive comprehensive services from agencies serving runaways, another 133,000 receive a lesser degree of services, and another 200,000 use the national hotline operated by ACYF. A detective with the District of Columbia Police Department describes the growing problem of juvenile prostitution and its association with runaways. Staff members of community-based programs serving runaways and homeless youths describe their prevention, treatment, and counseling programs and their need for funding. Increased Federal funding to the authorized $25 million level was recommended.
