For civilian government agencies, however, there has been until recently little concern for computer security and even less action. But with growing recognition of the need for computer security in government -- and also in the parallel areas of business and industry -- where is the leadership to come from? Who will set the standards? The author proposes that this be undertaken by the Institute of Computer Science and Technology, a part of the National Bureau of Standards which is uniquely qualified and situated to undertake this task.
