This report chronicles the events in Santa Barbara involving university students in civil disorders from the fall of 1968 through June 17, 1970. The causes of the disorders are analyzed, followed by recommendations for preventing and dealing with similar disorders in the future.
Abstract
Much of the analysis of causes of the civil disorders among the students focuses on the condition of about 70 percent of the students living in the remote and detached community of Isla Vista, where much of the civil disorder occurred. The dynamics of the campus situation are also explored. The focus then turns toward student attitudes on the Vietnam War and domestic issues; dress, hair, and general appearance; the 'counter culture' lifestyle; the police; Isla Vista housing; the environment; and the university. Attention is given to the roles of minority groups at the University of California at Santa Barbara and the role of drugs in the causes of tensions. The aim of the analysis of causes is to promote understanding among all viewpoints within the community as the basis for constructive changes in attitudes and circumstances. Recommendations focus on dealing with justified dissatisfactions through mechanisms of change that function according to democratic principles, as well as upon prompt and effective action to terminate violent behavior. Recommendations target action for law enforcement officers, others involved in the criminal justice system, State officials and candidates for office, local officials, the University of California Board of Regents, university administrators and faculty, students, and the rest of the community. The appendixes contain a list of organizations for citizens to contact if they wish to help prevent future civil disorders as well as an account of criminal procedures during Isla Vista riots.
