This report presents step-by-step procedures for determining the number of offenders in local jurisdictions and for calculating the incidence of unemployment among these offenders. It is intended for prime sponsors of programs serving offenders.
Abstract
The guide outlines the type of criminal justice and demographic information sources available to prime sponsors. It also details procedures for estimating the size and employment status of offenders during a given year in a given jurisdiction. Then the guide explains how to estimate the total offender population in a community at a given time (using arrest rates per population size) and provides methods for working forward and backward with demographic population and offender data to project future offender population size and employment status. Data tables and worksheets are supplied, and the sampling procedure is explained. A glossary of terms is included.
