This briefing paper summarizes the history of correctional system organization in Wisconsin and then describes the current structure in which a single division, the Division of Corrections (DOC), within a larger human services agency administers most corrections functions except parole.
Abstract
The correctional system has been reorganized many times since Wisconsin became a State, largely because of a major expansion of the State's role into public assistance and health areas and efforts to consolidate these services and corrections into one agency. Currently, the DOC as part of the Department of Health and Social Services (DHSS) is responsible for both adult and juvenile offenders committed to the State's custody and adults placed under probation by the courts. Responsibilities for adults and juveniles are usually vested in separate bureaus, and juveniles on probation are supervised by county agents. Parole functions are assigned to two other offices within the DHSS, the Parole Board for adult offenders and the Juvenile Offender Review Program. Administrators of both offices report directly to the secretary of DHSS. Other divisions within the DHSS, such as the Divisions of Health and Policy and Budget, provide administrative and support services to the DOC. The Division of Community Services carries out programs related to corrections which require cooperation with the DOC, such as juvenile delinquency services and hospitalization for mentally ill offenders.
