This bulletin surveys recommendations of a special legislative committee on community corrections, the Wisconsin prison system, and the methods used to determine inmates' security classifications and institutional assignments.
Abstract
The Special Committee on Community Correctional Programs was created in 1979 to study innovative approaches. This report details its membership and activities from 1979-82 along with recommendations regarding community advisory committees, community service orders, restitution, presentence investigations, expunction of records for certain first offenders, and unlocked jail facilities for persons serving under the Huber law. Recommendations relating to budgetary decisions, inmates' parental responsibilities, tax credits for employers of ex-offenders, and overcrowding are also presented. Regulations governing credits against the sentence for good conduct and extra good conduct or industrial good time are explained. Every offender sentenced to prison must participate in an orientation program; receive a security classification; be assigned to an institution; and be offered a vocational, job, school, or other program assignment consistent with existing resources. This process must be completed within 6 weeks. The report outlines the steps in the assessment and evaluation process from information to collection to committee recommendations, and criteria governing these decisions are listed. The appendixes contain a list of legislative committee members, a directory of inmate programs, and forms used in assessment and evaluation.
