A summary of the planning information focuses on telephone company exchange boundaries, a summary of telephone company information, existing 911 systems in North Carolina, and a statistical summary by county. The study also addresses the system alternatives, definitions, standards, requirements, and configurations that are common to 911 planning for all counties. The technical and cost information provided is based on the latest information available, current tariffs, and the state-of-the-art as of the report date. While the majority of the recommendations differ from county to county, the following recommendations are consistent throughout the plans: (1) dedicated systems should be used; (2) called party hold and emergency ringback are recommended for all systems; and (3) locally conducted on-the-job training should be used for the public safety answering point (PSAP) telecommunicators. The areas of exchange boundary overlap are identified, and alternatives for dealing with the problem are analyzed. Recommendations included in the county plans are in the following categories: (1) recommended PSAP location, (2) responsibility for PSAP, (3) recommended minimum list of participating agencies, (4) recommended method of handling calls for each agency, (5) requirements for interagency agreements, (6) equipment requirements and cost category, and (7) implementation schedule.
