The committee's inquiry and testimony by the Associate Attorney General focus on the administration's progress in formulating and implementing an integrated strategy for drug law enforcement.
Abstract
The testimony by Associate Attorney General Rudolph Giuliani discusses drug policy coordination through the Cabinet Council on Legal Policy and a Justice Department committee to oversee the development of drug policy. Interagency cooperation in drug law enforcement is also considered, notably the reorganization that permits closer cooperation between the Federal Bureau of Investigation and the Drug Enforcement Administration in drug investigations. Administration efforts to counter the tide of drug trafficking in South Florida are discussed, along with efforts to implement forfeiture legislation that will permit the Government to confiscate the ill-gotten gains of drug traffickers. Attention is also given to efforts to involve the resources of the military in a coordinated attack on drug trafficking on the water and in the air. Other topics considered are international agreements that seek to eradicate illicit drug sources. A followup letter from the committee chairman to Mr. Giuliani to clarify and expand on certain aspects of his testimony is included, along with Mr. Giuliani's response. A followup letter to Mr. Giuliani from Congressman Gilman as well as the response are also provided.
