This report begins with an overview of the Federal ICAP and a description of the Stockton project's demographic and organizational context. It also discusses proposal development and relations between Stockton and the national level ICAP. Separate chapters evaluate Stockton's activities in the four major components of the ICAP model, with attention to departmental activities prior to ICAP and factors which affected the implementation process. In the crime analysis component, Stockton created a special unit to help sworn officers detect crime patterns and identify suspects. This unit facilitated several arrests and convictions which probably would not have occurred without the information it provided. In patrol management, a telephone report unit was established to handle certain nonemergency calls for service which previously had received officer dispatch. A record transcription unit reduced the administrative burden placed on investigators in preparing case reports and related documents. Stockton developed several projects focusing on the habitual offender, such as a daily confidential bulletin for all patrol officers that contained information and photographs of known criminals and outstanding felony warrants.
