This manual describes the arson problem, offers effective strategies for combating arson, summarizes policy issues, and gives specific advice to local officials.
Abstract
The strategies were field tested in Knoxville, Tenn., and Rochester, N.Y. The manual's policy section tells local policymakers how to determine the extent and nature of their arson problem. Other sections give advice for city and county managers, fire officials, law enforcement officers, prosecutors, housing and community development officials, insurance representatives, and other private businesses. A description of the activities at the two pilot sites focuses on the development of the programs and the specific operations involved. A resource section includes summaries and excerpts of training books, research studies, and local programs. Selections from the Federal Emergency Management Agency's Arson Resource Directory, Arson Task Force Assistance Program, and other materials are included, as are materials from other sources. Successful strategies presented include the use of municipal or multijurisdictional task forces to coordinate antiarson efforts; arson management information systems; public education; training in arson detection, investigation, and prosecution; and arson units to jointly target fire, police and prosecution efforts. A list of 73 references and an appendix describing organizations which are technical resources on arson control are included.
