Activities conducted by the National Clearinghouse for Criminal Justice Planning and Architecture, a research and technical assistance organization mandated to improve the performance of the U.S. criminal justice system, cover such areas as corrections, courts, police, construction, the juvenile justice system, and data analysis.
Abstract
The clearinghouse brings together the expertise of planners, social scientists, architects, statisticians, lawyers, law enforcement, corrections, courts, and juvenile justice professionals to provide guidance and technical assistance designed to effect positive change in all phases of the criminal justice system. In the corrections area, activities have included corrections guidelines development, total systems planning, and technical assistance. The clearinghouse has also been involved in the implementation of the Part E amendment to the Omnibus Crime Control and Safe Streets Act, which authorizes Federal funding for the construction, acquisition, and renovation of correctional programs and practices. The clearinghouse has also reviewed projects applying for funds from the Economic Development Administration, which have included a wave of criminal justice construction projects. Activities focusing on the police have been in the categories of guidelines development, technical assistance, and with respect to the courts, activities include guidelines development, technical assistance, research, and information referral. Guidelines are presently being developed for juvenile justice and delinquency prevention. Data analysis has included the application of quantitative methods, operations research techniques, computer simulation, and survey procedures to criminal justice system planning. Special projects are summarized; clearinghouse publications are described; an overview of symposia is provided; and the organization and administration of the clearinghouse are discussed. Funding and budget information is provided as well.
