This manual explains the theory underlying management by objectives (MBO), the terminology used, and the practical steps for implementing MBO.
Abstract
Developed for use by the Montgomery County Police Department (Maryland), the manual is designed for use by other organizations as well. An explanation of the purpose of MBO focuses on the ways in which it is systematic, comprehensive, and analytical. Explanations also cover the three basic documents in the MBO process: the program structure, program analysis, and the program and financial plan. A description of the program structure defines how it presents a hierarchy of goals, objectives, and activities. Program analysis is discussed in terms of the definition of the components of the program structure and the analytic steps related to resource and performance measures, workload measures, impact indicators, criteria, resource levels, legal powers and constraints, assumptions and premises, and priorities. Problems of obtaining appropriate information are also outlined. The program and financial plan is explained in terms of its purpose, the use of multiyear planning, formats used, and the relationship between the program budget and the line-item budget. The role of special studies, the MBO cycle, and the tasks involved in establishing MBO are outlined. A list of terms used and appendixes presenting a program structure outline and charts for use in traffic safety programing are provided.
